Login as Sysadmin, and choose the System administrator responsibility.
Go to Security – User – Define:
From the Menu – Query – Enter,
Insert the user name you want to change the password for,
Menu – Query – Run.
Enter the new password for the user.
Click on the save button on the Tool bar.

Great point, i actually can't remeber. I think its 10.7.3... I actually created this document when i first started doing Oracle Apps consulting years back.
